INTRODUCTION

This publication is prepared from information submitted annually to Washington Headquarters Services, Directorate for Information Operations and Reports (WHS/DIOR), under Reports Control Symbol DD-COMP(A) 1600. Information is reported to WHS/DIOR by the Military Departments and Defense Agencies. These data provide statistics on the number of active duty military and direct hire civilian personnel by operating location in the United States, with operating location defined as the geographic location where personnel are located for the performance of work.

GENERAL NOTES:

1. In some instances, the Military Departments report personnel by parent installation rather than their operating location. Such variations tend to occur in metropolitan areas where military activities are scattered among many political jurisdictions. In addition, personnel on temporary duty (TDY) on September 30, 2000, may be reported at their assigned locations.

2. Military personnel in each department include a number of personnel in a transient status. These personnel are in a travel, proceed, leave en route, or temporary duty status while on permanent change of station (PCS) orders. Personnel reported in this category, entitled "Undistributed," also include personnel for which an exact location is undetermined or classified.

3. Excluded from the direct hire civilian personnel in this publication are a small number of Department of Defense civilians formerly exempt from Office of Management and Budget (OMB) ceiling control, such as Summer Aids, Stay-in-School Program employees, and participants in the Cooperative Education Program. As of September 30, 2000, the Department of Defense employed 3,067 direct hire civilian employees in these categories of employment.

4. Department of the Army direct hire civilian personnel include employees involved in civil functions in the United States. This consisted of 24,509 employees of the Army Corps of Engineers and 22 Army cemeterial employees. Also included in this report is one civil function employee of the Air Force.

5. Department of the Navy military personnel include those in the Military Services of the Navy and Marine Corps. The Navy Department military totals consist of shore-based personnel and exclude those personnel who are afloat (144,621) and temporary shore-based (28,313).

6. Further information on DoD personnel can be found in the WHS/DIOR annual publications Atlas/Data Abstract for the United States and Selected Areas (L03) and Selected Manpower Statistics (M01), and the quarterly publication Worldwide Manpower Distribution by Geographical Area (M05).
