INTRODUCTION

This publication is prepared from information submitted annually to the Defense Manpower Data Center, Statistical Information Analysis Division (DMDC/SIAD), under Reports Control Symbol DD-COMP(A) 1600. Information is reported to DMDC/SIAD by the Military Departments and Defense Agencies. These data provide statistics on the number of active duty military and direct hire civilian personnel by operating location in the United States, with operating location defined as the geographic location where personnel are located for the performance of work.

This report is divided into two sections. In each, the information is presented according to Defense Component, including the Military Departments (Army, Navy, and Air Force) and the category "Other DoD Agencies/Activities/Offices" (ODA). This latter classification includes the following:

GENERAL NOTES:

1. In some instances, the Military Departments report personnel by parent installation rather than their operating location. Such variations tend to occur in metropolitan areas where military activities are scattered among many political jurisdictions. In addition, personnel on temporary duty (TDY) on September 30, 2007, may be reported at their assigned locations.

2. Military personnel in each department include a number of personnel in a transient status. These personnel are in a travel, proceed, leave en route, or temporary duty status while on permanent change of station (PCS) orders. The Service members reported in this "undistributed" category are not included in the report.

3. Excluded from the direct hire civilian personnel in this publication are a small number of Department of Defense civilians formerly exempt from Office of Management and Budget (OMB) ceiling control, such as Summer Aids, Stay-in-School Program employees, and participants in the Cooperative Education Program.

4. Department of the Army direct hire civilian personnel include employees involved in civil functions in the United States. Examples of civil functions include the Army Corps of Engineers and Army cemeterial employees.

5. Department of the Navy military personnel include those in the Military Services of the Navy and Marine Corps. The Navy Department military totals consist of shore-based personnel. Beginning with the September 2005 report, Navy and Marine Corps personnel who are in afloat duty status at the time of the report are now included in the strength counts of their homeport locations. The total afloat count of 101,195 includes significant numbers of personnel in locations such as Norfolk (VA), Virginia Beach (VA), San Diego (CA), Groton (CT), Pearl Harbor (HI) and Jacksonville (FL).
